Apple Music is restricting me transferring iTunes music

I've upgraded to an iPhone Pro Max and have Apple Music.

During the data transfer, I have lost music which I had on my device that does not appear in the Apple Music library. I have tried to transfer these files from iTunes onto the device but get the following message 'Some of the files were not copied to the iPhone “Device Name” because iCloud Music Library is enabled on this iPhone. I have searched high and low on forums and cannot find how to allow my device to accept the music files.

I have been into Settings > Music > Sync Library (switched this on and off), it doesn't change anything and have signed out of iTunes, restarted the phone and signed back in. Again this hasn't worked.

Please help.

Turn off iCloud sync and try your iTunes transfer again. Or download the music from iCloud.

Trying to use two different mechanisms to sync music doesn’t work well, apparently.
