If I delete the pictures in my phone to free up space, will they also be deleted from ICloud?

Yes, if you use iCloud Photos they will be deleted from iCloud when you delete them from your device. iCloud Photos is a syncing service, not off device storage. Whatever you do on one device or in iCloud.com is reflected everywhere.
