Whenever i try to set an alarm. The app closes, it wont let me. How can i fix this?

If that still doesn't work it is unlikely that a restore from backup will help, I would suggest you return it for a refund.

I reseted all the data and info. I restarted it as a new phone. Still didnt work
Sounds like you purchased a defective used iPhone. Return it for a refund.
