I lost my wallet app. Where can I find a download?

I think it is quite possible to delete the Wallet app visibility. Wallet is not on the list of apps that can be removed, so many people like yourself believe it can’t happen as it has never happened to you. I signed out of iCloud to fix a problem on my iPad mini answering calls from my iPhone and that cleared the all the cards. On reboot and log back in I was able to reenable Apple Pay and other cards via the Settings app. However the Wallet app icon is missing. Searching on either ‘Wallet’ or ‘Apple Pay’ does not return the Wallet app. Going back to Settings, Wallet and Apple Pay settings seem to be normal. I have yet to figure this out and all searches seem to return the opinion you stated. But it has happened. I believe it may actually be an issue with iCloud sign out/sign in, but I’m hesitant to experiment with my iPhone as it shows Wallet just fine.
