Disabling "Turn off WiFi"

Is there a way to keep someone from turning off WiFi? I have an elderly relative with an iMac running OS 10.9.5 (cannot be updated further), connected to the Internet by WiFi (too far from the router to use Ethernet). I think she inadvertently turns off her WiFi and can only reconnect by rebooting. Is there a way to prevent this? Can it be done by setting her up with a guest account that logs in automatically and cannot change settings? Thanks for your help.

The best way to do this is to remove the WiFi from the menubar using Apple menu -> System preferences -> Network and unchecking the box for it in that panel.

Next to prevent further tampering, yes, parental controls is advisable.

Remove it from the Apple menu -> System Preferences -> Keyboard -> Keyboard shortcuts as well.

Lastly, make sure the WiFi router is neither too close to the machine, nor too far. It needs to be a minimum of 5 feet and a maximum of 150 feet line of sight. Use a wireless distribution system for more distant networks to echo the network to a different room, or even a mesh router.
