Photos App on tabletop computer isn't syncing with phone, iPad, or laptop-- but those 3 devices are syncing together fine.

Hi....Both Finder and Use as System Photo Library are white oval with black text---but when I go to the iCloud tab it says "iCloud features for Photos are only available in the System Photo Library." and then there is a learn more button...
Then your library is not the system library. Click the button circled above to set it as the system library.
Is your mac library set as the sytem drive (circled button greyed out). Are the iCloud settings as shown? Are you signed into the same apple ID as the other devices?
Hi Tony- Thanks.... My Photos now says that it is "restoring from iCloud" - hopefully this does the trick, otherwise I'll be back to bug ya with computer changed questions. :)
