family app sharing does not work

we have created a family group and wanted to share bought apps. Now following the inclusion of all members in the group and trying to download from the 'purchased' menu there is an error that 'this app was purchased by someone with another appleid. None of the members ever had another appleid.

Someone experienced same & what can be done?

Has the family organizer turned on purchases sharing? Since the family was set up, have you tried signing out of the App Store/iTunes, restarting the device, and then signing back in?
