iMac 21.5 Late 2012 Target display for windows PC

Is the iMac 21.5 late 2012 model able to be used as a monitor for a pc via target display so I can switch back and forth between windows and Mac machines? I’ve tried hooking up the thunderbolt 1 to HDMI adapter to the pc and the pressing Command + F2 but nothing seems to happen. Is there some driver or software I need beforehand to get this working or is it possible at all?

You can’t use the iMac as a monitor for the PC. That has never been a supported feature of the iMac and that function was never built into macOS.
