Verify your WIFI card is being recognized by the System... if not you have a hardware issue:

...and be sure to follow the POSITION of the keys, not the names. The keys with the same names on the other side are not "wired in", and will not do the job.

Try to restart your Mac or use WiFi Diagnostics.
