Since you're still experiencing the same behavior after updating and deleting and reinstalling Maps, we'd suggest that you back up your iPhone, restore it to factory settings, which will erase your iPhone completely, then test your Maps app again. We'd recommend that when you restore your iPhone to factory settings, you do so while your iPhone is connected to your computer. This will ensure that your iOS is erased and a new iOS will be installed. If you're able to use Maps as you'd expect, you can then restore your iPhone backup.
