I am not able to change my address in icloud ID, therefore not able to change my payment method from one country to another.

I am not able to change my address in icloud ID. The ID was created when I was based in different country and had entered different credit card information. Now I have moved to other country and want to purchase through different credit card, however, I am not able to change my country

Accounts are not locked to a particular country. You need to change the country association of your account.
