This issue has been around recently however the “Background Sounds” trick doesn’t somehow work for me. I still hear the Buzzing and High Pitched Noise.
Is anyone else having this issue even when turning on “Background Sounds” ?

Since it's still not clear if the issue is software or hardware, you might try testing your AirPods with a different device to see if that makes a difference. If after that point, you're still not certain if the issue is hardware or software, contacting Apple Support or having them checked out by a technician would be the best option.

Thanks for reaching out to me,
Im not sure if this issue on Airpods 3rd gen. is the same as on the Airpods Pro, since they had the Crackling Sound while listening to Music with high bass or with high Volume. However on the Airpods 3 the noise is still there even when you’re not listening to anything.
Ive tried this outside of the house as well and it doesn’t matter where you are this issue seems to be general.
Many people found a temporarily fix for that which was turning on “Background Sounds” choosing Rain and putting the Volume to 0 which immediately stopped the high pitched noise. Unfortunately that does not work for me. This issue seems to be more of a Hardware/Software issue.
The fact that it stops with the background sounds makes it a software issue, but the buzzing noise won’t ever stop which could make it a hardware issue as well.
Still, id like to know if other owners of Airpods 3rd Gen. have found a fix for that.
