hello, I purchased a new IPad and when all the data transferred from the old iPad to the new one. All of my apps remain in “waiting” mode. I have no clue how as to why? Thank you

Perform a forced restart of your iPad, as this will often resolve unusual or isolated issues:
After restarting, should the problem persist, retry prioritising one of the pending App downloads.

Make sure that you are connected to a stable wi-fi network and the iPad is connected to power. Then do a force restart of the iPad and it should re-start the download. Force restart iPad - Apple Support
Try a long-touch (i.e., touch and hold) of any App that appears to be stuck; next select Prioritise Download. With luck, this should kick-start and complete the App installation process.
