No.

iPads are NOT a full laptop/desktop computer.

No iPads have the internal power or internal driver software ( no way to install, either ) to run external CD/DVD/Blu-Ray disc players or disc burners.

if you import the cd's into itunes and sync the music from itunes (music if newer macs) you can sync them to the ipad

Sorry no. No way to connect any CD or DVD drive to an iPad using a cable.
