System Preferences not available after updating to Monterey

I updated my older iMac to Monterey 12.1. My Magic Mouse stopped working properly (specifically, not scrolling). More importantly, System Preferences is not working. It will work for somethings (Users & Groups) but if I try getting to Accessibility or Bluetooth I get a pop up saying "Preference Error. Could not load Bluetooth preference pane." If try to get to Mouse or Trackpad, it locks up and I have to force quit.


I would appreciate any suggestions on how move forward.

Try booting into Safe Mode then restart normally.
