When a friend exports a Pages document as a PDF file and sends it to me, it does not keep all the tabs and the automatic numbering. Is there a way to force this to happen so the document stays the same?

Rather than exporting as a PDF (File > Export to > PDF…) try printing to a PDF. It should be the same but sometimes one method is better than the other.

Does your friend see the pdf rendered as expected? You may not have the correct typefaces installed to render the pdf correctly.
