Will apple remove my activation lock if its a second hand macbook?

I'm thinking of buying a budget macbook since I don't have the money to buy a brand new one. I've seen some that have said that it had an Icloud Activation Lock. I was wondering if I bought it, would apple help remove the activation lock?
