The message “This Apple ID is not active” looks like that Apple ID was canceled. Your only possible solution is to contact Apple’s account security team if it is your Apple ID→Contact Apple for help with Apple ID account security - Apple Support. If it is not your Apple ID it is the ID of the rightful owner of that computer.
