Is my phone number blocked by a person if...

If I can see at the bottom of my text feed with someone that their notifications have been silenced, does this mean I am not blocked if I can see the notification?

O.K. I feel like I'm not understanding you or getting a straight answer...Will I see the "notification silenced" at the bottom of my text screen if I'm blocked? I sent a text but it never said Delivered but I still see when they silence their notifications.
