What do I do? Update is frozen at 1 minute remaining. This is the latest upgrade for Mac OS.

A - What Update ? as user profile is showing iMac 21.5″ 4K, macOS 11.6. This are several update for Big Sur to eventuall updating to version 11.6.5 which is the Latest version of Big Sur

A - Is this truly and Upgrade as in UpGrading from Big Sur to Monterey ?
This is a big difference between updating from within the existing version of Big Sur and upGrading to a newer version os macOS like Monterey
If the issue is upGrading to Monterey from Big Sur - have seen may users attempting to upgrade to Monterey with out-dated versions of previous versions of macOS.
Should the user profile showing Big Sir 11.6 would suggest updating to version 11.6.5 before attempting the Monterey upGrade.
This will increase the chances of a successful upgrade to Monterey
