repeatedly asking for the password of the old Apple ID user

I got my phone from a relative and they signed out of their Apple ID and all, so I signed into my Apple ID and I've had the phone for over a year now but the password for the old Apple ID keeps popping up every month or so. and I always press "not now" or ignore. how do I make this stop? it won't even let me update an app because it has the old users email and I can't delete that email and add mine in.

The device was not properly prepared for transfer to a new user. All the steps in the article below need to be followed.

A request for another Apple ID password is often caused by updates to apps/purchases that were made when using the other ID. Those purchases are tied to the other ID and can't be transferred. One option is to delete the apps/purchases made by the other ID and download them using the new ID if desired. After deleting the apps, it may be necessary to restart the device/computer before you can download the apps again. If necessary, check your purchases history to see which apps/purchases weren’t made by the current ID.
