Apple ID is not active for family members

I created Apple IDs for my two kids so that they can use our iPhone 6s (9 and 11 years). Created the accounts as part of the family. Worked well and could access their accounts, install applications (upon parents approval).

Suddenly they get the message that their Apple ID is not active.

I can still see them as part of the Family. But they cannot login any longer.
