How to turn Location Services on or off for specific apps
I recently removed and reinstalled an app (around July 13, 2022). It is STILL not showing up in the Location Services list. So "hopefully it should as you to authorize access to location services" didn't happen. Gee, now I have to go through all that delete-reinstall nonsense again. There goes the afternoon!
So I just reinstalled the app in question. It asked me if I wanted to allow notifications, but there was NO INQUIRY as to access to location. It STILL doesn't show up in the Location Services list.
It shows up in the list of apps at the main Settings menu.
It shows up in the list of apps for Use Cellular Data.
It shows up in the list of apps for Notifications.
It shows up in the list of apps under Battery usage.
It DOES NOT show up in the list of apps under Privacy > Location Services.
Yes, I reset the phone.
Yes, I also just plain turned the phone on and off.
iPhone 8, iOS 15.0.
It’s possible that the application is independent of your location, and doesn’t need to know your location. An application must ask iOS for your location before you will be prompted to approve or disallow it.

If it takes you an afternoon to delete and re-install an app on your phone, there is something much bigger going on here that you haven't explained.
Delete the app and re-install it. The next time you launch it, it should, hopefully, ask you to authorize access to location services.
