Mac OS photos.

I go to system pref, to my iCloud, when I try to click to turn photos on, it won’t allow. It doesn’t give me a error or anything. How can I get photos to see all my photos in iCloud?

Hi

This is normally because your library is not set as the system library. Go into photos preferences, general tab. If the button circled in the screenshot is not greyed out then click it. (If it is greyed out then the library is already the system library)
