Permanently deleted videos and photos

Hello.. I permanently deleted some videos and photos from my phone.. when I restore my phone.. is there any way how to recover it?

Unless you have a backup of the data, "permanently" means exactly what it says. Note that iCloud syncing is not the same as backing up.
