First things first. Does your smart TV support the Apple TV app? The supported TV models are listed.
Unsupported TVs may connect an external streaming device that does support the Apple TV app. That can be an Apple TV box, or a third party streaming device. Those devices are also listed.

Once you have access the the Apple TV app through your TV, then open the app, and sign in through the in-app Settings (sprockets wheel icon) with your Apple ID account that has the Apple TV+ subscription or iTunes Store movie purchases.
