Charges For Items never received

I tried to charge an old card which was the one used for my apple account for in app purchases. It denied the card, and denied me the purchases.. yet apple continues trying to charge me for them and I refuse to pay and then have to dispute charges for items I never received when previously apple has given me huge problems with disputing something that was on their end.. but now I can’t update or download anything I use for work and I was wondering if there was a way to fix this without paying out to apple?
