Hi sherri203,
Here's one way:
in Photos:
Open the photo or video, tap 
, then choose a share option.
Choose to eMail it to yourself.
Open the eMail on your PC to access / save / copy the Photo.
Attach the photo to the eMail you want to send from your PC.
