If I purchased a phone from a third party and I cannot get the seller to respond to me is there anyway to find out who the owner of the phone I purchased is. If there was I would contact them to see if the phone is stolen or found from being lost and return it to them or if they did not want it anymore get them to login into it to unlock it for me.

I thought you guys could match the Apple ID to the phone. Part of the email address is there and part is blocked. I would assume you would have the full email address in the system. Even the email addresses would be a help.
There isn't a way to know who the owner is unless they left contact information on the screen when you start up the phone.
Apple will not do that, no.
