2FA cant be disabled after its enabled if you're past two weeks of enrollment.
you may be able to have a verification sent to another device, in some instances you may need to get in touch with Apple

You have to add a new trusted number to sign in with account see this thread Recovering iCloud account without trusted… - Apple Community
Note : 2FA is permanent after 14 days of enabling ,
I want to turn off the two factor authentication how do i do that
