Apple is not here on these forums. We are just other regular users such as yourself.

Apple will not make Ventura compatible with any 2016 or earlier Mac since drivers & CPU support for older models has been removed from Ventura. Plus a 2015 laptop is now considered "Vintage" by Apple so even hardware support is only available for another two years, but only as long as parts remain available. This is nothing new as this is what Apple has always done.

You can provide Apple with product feedback if you wish:

Product Feedback - Apple

Edit: You can still continue to use the laptop with Monterey, although at some point some macOS apps may become too old & outdated especially for online use. Plus at some point third party apps will at some point no longer be updated for an older OS. Until that time, the laptop can continue to be used as usual.
