Advanced Wi-Fi config not working - MacOS Ventura

Hi. Im trying to configure my wifi settings so that my system "requires an administrator password to switch to a different Wi-Fi network".

I tried to enable this exact option in the Advanced Wi-Fi settings but it continues to let me change the network without asking me the admin password.

Could this be a Ventura bug? Anyone else with this problem? Tanks

Can you verify your software is up to date…

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.1
