The first thing to check is, How is your external drive formatted? To get full functionality (and to avoid damaging the Photos Library) an external drive must be formatted in either APFS format or Mac OS Extended (Journaled) format.

2. import a photo from desktop to photo library: unsuccessful.

Is it correct that you have a picture file in a Finder folder, and you can't import it to your Photos Library? Are you using File>Import for this? Can you open this picture with Preview? What is the format of the picture in the folder?

Hi Richard

Thanks for advice.

1. my ex drive is exFAT.

2.Yes, a picture file is in a Finder folder. and I just can import to Photos Library. I just use drag and drop. just to test the library. The picture is .jpg and can be preview

by the way, I take this issue as a opportunity to create new library and clean up. quite painful and labor intensive.
