my computer storage is full and i have the 2TB of icloud but it didn't upload the photos to icloud

Enable iCloud Photos.

Open Photos

Go to Photos > Settings > iCloud.

If your drive is full, you may wish to enable optimized photos.

Please know that you'll need some available space on your drive to allow iCloud to function properly.
