Why can't I use the balance in my apple account subscribe to my zoosk profile

Some subscriptions might not be charged to your Apple Account balance.
Is it simply asking that you enter a payment method and not saying that you cannot use Apple ID balance to pay for the item? "Some purchases might require that you have a credit card on file, even if you use your Apple Account balance to make the purchase."
