trying to get phone data transferred to iPad. Get a message saying “no iCloud backups are compatible with the version of iOS (15.7.2) on this ipad”. My phone has 16.2 version.

You can not restore a backup made on a newer version of ios or ipados to a device running an older version.

iPads can not load an iPhone backup because they are different types of devices. You can sign into iCloud on your iPad though, and then you should be able to see the files on iCloud Drive.
No iCloud backups are compatible with the version on this iPad
