Very strange that when I typed combination of SHIFT + 1 or 2, exclamation sign and at sign don't work.
I checked on Keyboard setting and found nothing obvious
MacBook Pro 16″, macOS 13.2
Latest update:
This new Mac had data transferred from my old mac, so it could be related perhaps.
After deleting those files in the above folder, now it works again.

Yes no character at all, just blank. Shift + 34567890 works for me. Very strange.
I called the support, they told me to update to latest Ventura, I did update to 13.2.1, and still the same.
I can't do email sign :(
Are no characters at all produced when you do that? But shift plus 34567890 all work as expected?
