Are these spots on the surface of the screen, or part of the display image?

The screen has a glossy surface. Go to a dark screen (Power down or Sleep the screen) and view with oblique reflected light. If you can see the spots something has probably sprayed the screen. Get a soft microfibre cloth slightly damped with cold water and gently wipe at a small area of the screen. If the spots start to clear (or even just start to smear) you know how to clear them.

Please try this with just cold water, don't be tempted to use any kind of solvent or spray glass cleaner.

The ideal is the legendary "microfibre cloth" but a cloth suitable for your (eye) glasses should be fine. I wouldn't be so sure about a cloth for wine and beer glasses unless you are sure it is clean!
