Apple id inactive
I changed my phone. And realized my apple id is inactive(gray) the I erased the settings and it worked. Then I restarted the phone it is same again.

- Check restrictions -> tap Settings -> Screen Time -> Content & Privacy -> scroll to Allow Changes.
