single click not working on dock to Shifts Focus back to Application i have to do double click to bring back

when some apps [let's say "Chrome"] are opened and I am on a different app[notion].
now when I click [single click ] on the chrome iocn on dock it should bring back to chrome .
but its not working with signle click I have to do two click to make it happen
Already tried safe mode not working for me
