phishing scam bypass call block

I have blocked a phone number through my contacts. However, the phone number is coming through. It seems like phishing scam. How can I get this person to stop harassing me?

Ask your carrier to block that number.

How to block the "Scam Likely" call ? My suggestion to solve this problem: It's pain in the neck everyday I receive Scam Likely call. Since Apple Security System detact and identify certain # as Scam Likely #, why not Apple just block this call, if user (such as me) activate the Scam Likely button somewhere in the iPhone?
