I installed a parallel desktop on my Mac last year. I uninstall it recently but for some reason, my task manager is attached to the parallel desktop and since I uninstalled it, the Task Manager doesn't open. Any thought how I can fix this?

I suggest you reinstall the app, then using the developer's instructions uninstall it again.
If there are no instructions to fully uninstall, use the app AppCleaner to uninstall it. AppCleaner is free, safe and has a very small footptint.

Task Manager is a Windows application, not a Mac application. (Mac's equivalent is Activity Monitor, as Wheelie mentioned).
Although I've not used Parallels, my guess is that when you uninstalled it, Task Manager wasn't uninstalled. You should be able to move it to the Trash.

Try and open activity monitor when launching the launchpad and type activity monitor to see if the issue is persisting
