Why can't I save the paypal password using Safari
Safari has never been able to save the password for Paypal? What is the reasoning behind this deliberate decision?

I think that you may have selected the proper option to never add it to your keychain by mistake, it takes just one wrong tap.
You can solve this issue in two ways:
the first one is simply to go in your keychain and adding it manually by selecting the + icon in the top right corner
the second one (a Mac is required) is to follow this guide and remove PayPal from the "never save" setting.
