I am running the latest version on Ventura. I cannot pin widget to my desktop. When I right click on my desktop, the widget option is not present. When I try to move widgets to my desktop from the widget library, they don't stay. Nor can I do it by clicking on the time and trying to pull them over. Does anyone have any ideas?

Ventura does not support Desktop Widgets.
Just to add, there is a third-party app that allow widgets to be added to the Ventura desktop, WidgetWall in the App Store.
Pinned widgets is not a feature in macOS. Press F6 to see them, and F6 to hide them.

It wasn't disabled. Sonoma will be the first version of macOS to support Desktop Widgets.
