If your devices are using iCloud Photos, deletion from one device will be synchronised with the others. If you selectively disable iCloud photos on one or more devices, deletion of a photo will not be replicated.

Settings > [Your Name / AppleID] > iCloud Photos > Sync This iPad/iPhone - set to OFF
