Photos message "relinquishing photo library to writer"

After receiving the message "relinquishing photo library to writer" open Photos, I used the Command and Option keys to open Photos and start a new photo library. I chose a folder in Documents and clicked OK. It's been 12 hours with the Spinning Wait Cursor. How long is it reasonable to wait? What other solution should I try next?

MacBook Pro 13-inch, Apple M1, 2020, 16 gb, MacOS 13.5.1

MacBook Air 11″, macOS 11.7
