Problem happens on my iPhone and MacBook Pro. I've tried:
No-go. Cannot upgrade from 50GB to 200 GB of storage.

Update. Not sure if Apple has fixed the issue for all users, but after days of trying to move from a 50 GB to 200 GB upgrade, and getting the "You're already an Apple Music member" message, it finally let me make the move this morning. Did so on my phone.
I have this same problem when trying to move from 50GB to 200GB of storage.
Called Apple, spoke to two support representatives and neither could make it work.
Perhaps iCloud isn't going to cut it for us for storage backup.
Still happening for me on Ventura.
Thought that I could solve it by cancelling Apple Music, so I did.
Issue still persists.
I was finally able to upgrade today to 200 GB as well from my Mac (using Ventura).
I can't upgrade my iCloud. I just get the message "You're already an Apple music member."
