Turn magnifier off?

Magnifier turns itself on and I can’t keep it turned off.

How does one turn off permanently the Magnifier? It keeps coming on unexpectedly Is there a fix for preventing the Magnifier from coming on unexpectedly? I find this annoying once I have turned it off? BTW I don't have iTunes installed on my desktop to use that method, thanks
