Why was I charged for Apple Arcade and Apple TV ? I thought I canceled them
Charge showed up on my credit card bill

What did you do to cancel them exactly?
How do you know the current charges are for those 2 things specifically? Apple does not identify what the charges are for on your cred card bill. They would only show up as "apple.com/bill".
Did you follow the steps in the support document linked below to cancel them?

Do they appear as cancelled, expired or do they have a renewal date?
If the do appear as expired, have you verified the charges you see are actually for those two things? They might be for something else entirely.
