Is there a way to receive & respond to my cell phone text messages (from my Samsung 23S that I use for cell and texting during the day) while I use my iPad Pro a lot, even for business activity in the evenings while doing zoom meetings and answering calls when I finally get to sit down? Sometimes it would be more convenient to just use one device if possible.

No, you can only do that if your phone is an iPhone. The only way around that I can think of is if your carrier offers an app (mine does or did) that allows you to access your SMS messages on another device.
